  • Justification: This is due to the technical templates of the website. These do not create a clear and logical structure that can be properly interpreted by assistive technologies.

Barrier 2: Controls, Links, and Media

  • Description: Some images are included without descriptive text alternatives, making their content or purpose unclear. Additionally, other controls are not properly labeled. For media such as videos, subtitles are missing, making the content inaccessible to people with hearing impairments.
  • Justification: This is partly due to editorial oversights and partly due to the technical implementation of navigation elements and media, which lack understandable labels.

Barrier 3: Forms

  • Description: In forms, input fields such as drop-down lists are not correctly associated with their labels. This can cause confusion when used with assistive technologies.
  • Justification: The forms are technically implemented in a way that does not fully meet the requirements for clear and accessible use.

Barrier 4: Contrast and Readability

  • Description: On some parts of the website, the contrast between the text and its background is too low. This affects both text and controls, making reading difficult, especially for people with visual impairments.
  • Justification: The visual design of the website needs to be reviewed to ensure that the recommended minimum contrasts for good readability are met everywhere.

Barrier 5: Keyboard Usability and Focus Visibility

  • Description: The website cannot be fully navigated using only the keyboard, as important interactive elements like menus or scrollable areas are often inaccessible. Additionally, the visual indication of the active element (the "keyboard focus") is not consistently visible, and there is no skip link to bypass recurring areas such as navigation and jump directly to the main content.
  • Justification: The technical implementation of the website does not sufficiently consider keyboard-only navigation. The programming of interactive elements is incomplete.

Barrier 6: PDF Documents

  • Description: PDF documents available for download on the website are not accessible. Content such as text and the general document structure cannot be read by assistive technologies like screen readers or can only be read inadequately.
  • Justification: The downloadable documents were not created in an accessible format. This excludes users of assistive technologies from accessing the information contained in these documents.

2. Creation of this Statement

This statement was created on July 2, 2025.
The accessibility assessment was carried out through self-evaluation based on a representative selection of pages. Manual checks and automated testing tools (e.g., WAVE Web Accessibility Evaluation Tool) were used.

The assessment was based on the criteria of WCAG 2.1 at conformance level AA, as required by the European standard EN 301 549 (version 3.2.1).
